Dr. Sigurd Harand holds an Engineering Degree in Physics (Diplom-Ingenieur, 1965) and a Doctor's degree in technical science (Dr. techn. 1972) at the Technical University of Vienna in Mathematics.
He joined 1965 IBM, where he had various appointments as systems engineer, manager and executive in Austria, USA, USSR and Eastern Europe respectively. Focus areas have been development and implementation of real time systems, complex international projects and market development activities.
In 1995 he accepted an appointment as Chief Information Officer (CIO) of the Bundeslaenderversicherung – UNIQA, Vienna, Austria's largest Insurance company. His duties included the design and implementation of strategic and leading edge client server applications. From 1999 until 2002 he was CIO of mobilkom Austria. Major achievements have been the implementation and operation of an advanced billing system for GSM and GPRS, a company wide data warehouse and an advanced customer relations management system as well as the restructuring of the IT Department and the implementation of an Quality Management system with ISO 9001:2000 certificate.
After a two years assignment as Vice President Business Development Customer Care and Billing Systems at Amdocs an Israel/USA based Public Company, he accepted an assignment as Research Project Manager at the Digital Enterprise Research Institute the National University of Ireland, (NUIG), Galway, Ireland. In this position he was Project Coordinator of the EU funded IP FP6 -507483 DIP (Data, Information and Process Integration with Semantic Web Services), one of the largest and most successful projects of FP6, involving universities, governmental authorities and leading companies cross Europe.
Dr. Harand works now in the domain of Business Development and Industry Liaisons at the Research Institute DERI of the Leopold-Franzens-Universität Innsbruck. In addition, he has appointments as certified expert for Information Technology / Project Management at the Commerce Court in Vienna and as expert for evaluation and project reviewing in the Seventh Framework Programme of the European Commission.
